Regular Board Meeting
June 22, 2020
Call to Order/Attendance – The June 22, 2020 Village of Clyman Board meeting was called to order by Village President Marty Pint at 6:00 p.m. with Trustees Beth Baehmann, Todd Grady, Mike Zweig, and Amanda Swanson Present. Also present were Kyle Krueger and Laurel Finger.
Pledge of Allegiance was said.
Approve Minutes – Motion by Beth/Amanda to approve the minuets from the April 27, 2020 meeting as presented. Motion carried.
Citizen Comment – None
Request to speak Kyle Krueger/Park Update (COVID) – Our Youth baseball league is using the same guidelines as a lot of others around the state are using. There is a waiver that every participant needs to fill out. The Canners are on the same page as well. For the Pig Roast we thought we would do a Friday night take out with no game associated with it. Ultimately the goal was to update the playground but that will have to wait at least a year.
Vandalism at the Park Lions Hall – Someone climbed up on the roof of the Lions hall and painted graffiti on it. We had a good Samaritan that came and painted over the graffiti, but the vandal came back that night and graffitied it again.Marty is checking into putting up some type of barrier. Tim will try to do something to deter them from climbing onto the roof again. We have had some volunteers who are willing to paint over the graffiti. A camera was discussed, and Amanda stated she may have one.
Ordinance Officer Report – Beth will contact Mr. Beal concerning ordinance contract.
Fire Department Reports - Amanda asked what the Cardio Partners invoice in the amount of $174.08 was for. Beth thought that it sounds like something for the defibrillators. Amanda also asked what Uline is, Marty said that is a janitorial, tools, etc. supply company.
Delinquent Utility Accounts Report – Penalties can be charged starting July 15, 2020.
Personnel Matters – Beth gave an update on the weekly meetings with Connie and Tim, discussing the P3, Policy, Procedure and Protocol.
Invoices for Payments – Motion by Beth/Mike to pay the invoices. Motion Carried.
Budget report – Connie said we should get the payment for Shared Revenue, GTA and computer Aid payments in July. She also let them know that she transferred money due to the general fund out of Utilities fund. Property taxes will be coming from the county in August as they used to. Dodge County did not participate in the delay. Sandy (from the Town of Clyman) got the information from Patti Hilker at the County. Shared revenues should come soon, about 15,000.
Approval of Liquor, Operator and Tobacco Licenses – Motion by Beth/Amanda to approve the Renewal Alcohol Beverage License applications for both Mercer T’s and the Clyman Lions Club for the 2020-21 renewal.Motion carried. Motion by Beth/Mike to approve the application for Cigarette and Tobacco Products for Mercer T’s. Motion carried.Motion by Beth/Amanda to approve the following Operator Licenses for: Steve Lehmann, Nancy Basol, Neal Kohlhoff, Marty Pint, Alexandra Gillingham, Russell Zastrow, Tammy Zastrow, Malissa Adkins, Timothy Mercer, Ashaly Martin, Tony Wolter, Brock Cotter, Kelly Cotter, Kyle Krueger, Amy Wolter, and Donna Wolter. Motion carried. Motion by Beth/Todd to approve theOperatorLicense for Andrea Stone. Motion carried.
Sikich Engagement Letter - Motion by Beth/Todd to approve the Sikich engagement letter for the year 2020. Motion carried.
Delegating Commercial Construction Inspections – The Board needs more information on this we will post pone until the July 27, 2020 meeting.
CMAR Resolution – Motion by Beth/Todd to approve the Compliance Maintenance Resolution 2020-001. Motion carried. Tim stated that the numbers for phosphates and ammonia is better, but we still need to work on it.
Electrical Work Clerk Station – Motion by Amanda/Beth to authorize the electrical work to be done at the clerk’s workstation with a spending limit of no more than $200.00. Motion carried.
Weed Officer – President Pint appointed Amanda as the Weed Officer.
Survey Update – The survey is complete. It was sent off to the Department of Administration. We had 165 surveyed, 155 responses, we needed to be over 51% and we came in at 51.26%. Once they get it processed it will open more grants to the community, it will put us in a better position to get more money because we are low to moderate income. Connie said Beth should get a huge acknowledgement for everything she did with this survey.
CARES Subgrant – We could apply for the CARES Subgrant for cost incurred due to the pandemic affecting the 2020 federal elections. We will post pone until the July 27, 2020 meeting to give Beth and Connie a chance to look the information over.
Condemning Properties – Amanda stated that we need a weed officer before we can condemn a property, and you have to go through legal. Amanda will check to see if an ordinance is needed.
Next Meeting – CLR meeting June 29 at 7:30 p.m.
Regular Village of Clyman Board Meeting is July 27 at 6:00 p.m. Beth stated she thought there was a Joint Meeting in July, the 2nd Tuesday. Connie will check the date and time and email the board.
Adjournment – Motion by Amanda/Beth to adjourn. Motion carried. Meeting adjourned 7:23 p.m.
