Regular Board Meeting
January 20, 2020
Call to Order/Attendance – The January 20, 2020 Village of Clyman Caucus was called to order by President Marty Pint at 6:00 P.M. With Trustees Beth Baehmann, Amanda Swanson, Todd Grady and Mike Zwieg in attendance. Also, in attendance Ruth Zwieg and Laurel Finger.
Pledge of Allegiance was said.
Nominations for Village Trustee - President Marty Pint announced that the method we are using to conduct nominations will be to take nominations from the floor. – Trustee terms for Beth Baehmann and Mike Zwieg are up. Marty opened the floor for nominations. Beth/Amanda nominated Mike Zwieg. Marty called for nominations three times from the floor hearing none, nominations for the first open position were closed. Amanda/ Mike nominated Beth Baehmann. Marty called for nominations three times from the floor hearing none, nominations were closed.
Marty announced the names for Village Trustee positions on the April Ballot will be Mike Zwieg and Beth Baehmann.
Motion by Amanda/Beth to adjourn the 2020 Village of Clyman Caucus. Motion carried. The 2020 Village of Clyman Caucus was adjourned at 6:04 PM.
The Village of Clyman Regular Monthly Board Meeting was Called to Order at 6:05 PM.
Building Permit Fees – Connie advised that the Building Inspector contacted her regarding building permit fees. GEC sets the amount for building permits, and the fees go to GEC. A lot of municipalities will add a certain percent (i.e. 10%) to the base fee. Currently Clyman does not do that, discussion followed, and the Board agreed they do not wish to add an additional percent to the fee.
Approve Minutes – The minutes of the previous meeting had been provided to the Board Members. Motion by Beth/Todd to approve the December 16, 2019 minutes as presented. Motion carried.
Citizen Comment – Laurel had two things. First, she brought up that her water smells like bleach/chlorine. She said it is so strong of a smell that she can’t even stand to brush her teeth with it. She also said that several of her neighbors have the same complaint. The other thing she brought up was all the junk cars in town.
Amanda ‘s citizen comment was to ask if we could post something asking residents to adopt a fire hydrant for the winter to keep them clear of snow.
Park Electrical Work - Connie will get the total cost for the work done, and Marty will take it to the Fire Association and Lions club to see if they were going to donate towards the cost.
Ordinance Officer Report – No report.
Office Chairs – Beth has been looking into new office chairs, she had been getting prices and seeing what is out there.
Fire Department Reports- Amanda stated she would like to see the deposits; we get donations and we would like to see where those donated monies are going. This should be brought up at the joint meeting. We would also like to see the Life quest reports and deposits.
Delinquent utility accounts report – Connie will get back on track with calling and issuing letters to delinquent customers.
Personnel Hours Report – There were no questions on the report. Beth advised she had a conversation with the accountant and that anyone who did not reach $700.00 will not go on the payroll we don’t have to issue them a W2, we will just issue a check and give them a 1099 at the end of the year.
Budget report – No questions on the report.
Invoices for Payments – Motion by Beth/Amanda to approve paying the invoices. Motion carried.
A. Gota Appraisals – Grota sent the yearend report, this is the normal yearend report they always send.
B. January 29 meeting, reminder of the January 29th meeting with Reeseville and Lowell to discuss the potential merger of the Fire Departments
C. 2018 Financial Audit. The 2018 Audit is complete Everything went well. He will be mailing copies of the full audit for the Board Members.
Next Meeting – The next Regular Village Board Meeting will be February 24, 2020 at 6:00 PM.
