Regular Board Meeting
February 24, 2020
Call to Order/Attendance – The February 24, 2020 Village of Clyman Board meeting was called to order by President Marty Pint at 6:00 pm, with Trustees Beth Baehmann, Todd Grady, Mike Zwieg present. Amanda Swanson was excused. Also, in attendance Laurel and Dan Finger, Robert Adam, Chris and Art Lobotzke, and Kristine Snow.
Pledge of Allegiance was said.
Request to speak Kristine Snow – Mrs. Snow is running for Dodge County Circuit Court Judge at the April 7, 2020 elections so she wanted to come to our meeting to introduce herself and tell us a little bit about herself and her qualifications for running for Judge.
Approve Minutes – Motion by Beth/Todd to approve the minutes for January 20, 2020 Caucus meeting as presented. Motion carried. Motion by Beth/Mike to approve the January 20, 2020 regular Village Board Meeting as presented. Motion carried.
Citizen Comment – Laurel Finger said this is the third month in a row the cars uptown with the flat tires are still sitting there and nothing is getting done with them.
Request to speak Robert Adam - Mr. Adam told the Board that there was a water leak under his home, and his water usage was about 4 times as high as usual. So, he is asking the Board if he could get some relief for the sewer portion of the bill. Beth said that typically we will cut the sewer portion in half for those types of situations. A motion by Beth/Todd to credit Mr. Adam’s account by $205.00 which would be ½ of the sewer bill. Motion carried.
Request to speak Chris Lobotzke – Mrs. Lobotzke told the Board that at one of their vacant properties the furnace went out which caused the pipes to burst and flooded the house, the water did not go through the sewer. Mrs. Lobotzke said they are willing to pay the water, but she doesn’t feel she should have to pay for the sewer portion of the bill of $4555.19. Marty said we are willing to take off half of the sewer bill because that has been out policy in the past. Mr. Lobotzke said he can guarantee that nothing went down the sewer. Marty explained that our policy is take half off the sewer portion of the bill. Motion by Mike/Todd to give the Lobotzke’s a credit for ½ of the sewer portion of the bill. Motion carried.
Fire Department Reports- No questions on the reports
Delinquent utility accounts report – We are back on track with phone calls and letters.
Invoices for Payments – Connie pointed out that the invoice for the Park electric is completely paid we did get a check for $1,700.00 from the Clyman Lions club to go towards the park electrical work. Mike asked if we typically get salt and sand from Emmet? Connie said no, Dodge County didn’t have any so Tim called around and was able to get some from Emmet. Motion by Todd/Mike to approve paying the invoices. Motion carried.
Budget report – Connie Pointed out that she included the deposits for the Lifequest account. Beth asked on the General Fund summary if those were actual budget numbers. Connie said yes, they are this year’s budget numbers on the General Fund, but the water numbers are not.
Ordinance Officer Report - We did not have a report this month.
Ordinance Update – Beth said she met with Chief Beal and went over some things; they are hoping to have a contract signed and enacted by April 1, 2020. We do have some of the things ironed out, Kelly and Tim can go ahead and issue any tickets that they need to, and they will pick them up when they come on board. Some of the items brought up were vehicles, dogs, fowl, illegal burning, and snow shoveling, we will need to have an attorney look at the contract. Since it will be new to both parties, we will want to revisit the contract on a more regular basis to see how much or little time they are spending on this.
Correspondence - Tim submitted a report regarding what he did to check into the complaint of the chloride smell in the water mentioned at previous meetings. He did some testing, and everything came back fine. If citizens do have issues with the chloride smell contact Tim or Connie right away so Tim can try to take samples of the water.
Sewer Main Blockage - There was a blockage in the main sewer line coming from the apartments and caused a backup in Pietrowski’s basement. Our deductible for insurance was going to be higher than what it would cost to pay the homeowner for time, cleaning and supplies. A motion by Beth/Mike to pay the Pietrowski’s $698.57, the cost for them to clean up the sewage backup. Motion carried.
Sewer Grates- We need to make sure in the fall we get it on our calendar to have our superintendent look at those grates and get them cleared off we need to watch that after snowfalls as well.
Survey Update - Basically it is going well, Beth shared a copy of the letter that will be going out to residents regarding the survey. And then the actual survey will be mailed out a week after the letter goes out. We want them completed by the end of March.
Little Library – Beth said she knows someone who will donate a box of books for a little library and we had started this a while ago, but it was never completed so we should start this up again. Mike volunteered to get this going and get something made for the little library. We will put one here at the Village Hall property.
General Code Supplemental – This is to get the ordinance’s we passed last year into the actual books formatted correctly. Beth said we usually wait until we have a significant number of ordinances before we do this. Board decision is to wait until we have more ordinances.
Copier Scanner- The large Copier is jammed, and we couldn’t fix it. They don’t make parts for this one anymore it is at least 10 years old. Todd will look at it and see if he can fix it. If it can’t be fixed, we will investigate purchasing a new one.
Insurance Renewal – Insurance renewal due March 1, 2020. Our agent is not with the G2 company any longer, and no one contacted us to come and go over the renewal like previous years. Beth said we can OK this for now and look at another insurance carrier and take some time to compare the policies. A motion by Beth/ Todd to go with the current policy through EMC and CIC and pay premiums on a monthly basis. Motion carried.
Correspondence Village Hall Reservations – The Census bureau called and asked if they could use the Village Hall to do some training for the upcoming census. Training dates will be May 6 and May 13, 2020, timeframe is not set yet, but they figured around 8:00am – 4:30 pm. Dodgeland school district asked if they could use the hall on March 3rd from 6:00pm- 7:00 pm for an open house to explain about the upcoming referendum.
Next Meeting – March 23 at 6:00 pm will be the monthly Board meeting and March 10 will be the Joint meeting at 7:00 pm.
