Regular Board Meeting
OCTOBER 28, 2019
Call to Order/Attendance –The regular monthly Board meeting was called to order at 6:30 PM by President Marty Pint with Trustee Beth Baehmann, Todd Grady, Mike Zwieg, Amanda Swanson present. Also, in attendance, Ordinance Officer Kelly Cotter, Jim & Karen Sempf, and Alexandra Gillingham.
Pledge of Allegiance was said.
Request to speak Jim Sempf -Mr. Sempf is a Dodge County Assistant District Attorney. He wanted to introduce himself and tell a little about himself and his qualifications as he is running for Dodge County Circuit Court Judge, at the April 7, 2020 elections.
Request to speak Alexandra Gillingham - Alex request to the Board is to see if in the year 2020 they will keep the Clyman Lions Hall open through December, she would like to have a New Year’s Eve/ Birthday party at the hall. The Board didn’t see any issues with this.
Ordinance Officer Report – The written report was previously provided to the Board. Questions were asked about the vehicle sitting in the old bank parking lot if anything is being done with that. Kelly is working on this. The lawn at 860 Collins St is long, Connie will try to find the information for the bank that owns the property and contact them. Kelly also reported that she is checking into other possible options for Ordinance enforcement.
Approve Minutes –The minutes of the September 26, 2019 meeting had been provided to the Board members. Motion by Amanda/Todd to approve the minutes as presented. Motion carried.
Citizen Comment – Amanda wanted to acknowledge all first responders on this National First Responders Day. Marty reported that kids have been climbing or have been trying to climb up on the Lions Hall roof and asked the Board if they see any kids down at the park that are climbing or attempting to climb the building that they go and talk to them to keep them off the building.
911 Agreement –Motion by Amanda/ Mike to approve the 911 contract with Dodge County. Motion carried.
Humane Society Contract –Motion by Amanda/Beth to approve the service agreement with the Watertown Humane Society for dogs only. Motion carried.
Ordinance for Water Softening Requirements -Table until the November meeting.
Fire Department Reports-No questions on the report
Personnel Hours Report – No questions on the report
Delinquent utility accounts report –Letters were sent in October to delinquent account holders several have paid in full to avoid going on tax roll.
Invoices for Payments – Amanda asked about the 2 percent money what that check was. The 2 percent money is an automatic deposit into the Village account so then a check is written to the Fire Department from the Village account. Motion by Amanda/Todd to pay the bills. Motion carried.
Budget report –Last month the Board questioned what department 8340 and 8525 were Connie informed them that 8340 is Maintenance of general plant and 8525 is sewer dues and conventions.
DNR -The DNR send us a response letter with grades and recommendations to us after they have reviewed our CMAR report.

Next meeting –Budget workshop meeting October 29, 2019 at 6:30pm
Budget Approval and Regular Village Board meeting November 21, 2019 at 6:00 pm.
Budget Discussion - We will table until Tomorrow night’s budget workshop meeting.
Adjournment –A motion by Amanda/Todd to adjourn. Motion carried. Meeting adjourned at 8:00 PM.
