Regular Board Meeting
August 26, 2019
Call to Order/Attendance –The regular monthly Board meeting was called to order at 6:00 PM by Trustee Beth Baehmann, Trustees Todd Grady, Amanda Swanson, Mike Zwieg and Ordinance Office Kelly Cotter were present. President Marty Pint was excused. Also, in attendance was Laurel Finger, Jeff Caine, Tim Swanson and Father Michael Erwin.
Pledge of Allegiance was said.
Ordinance regarding sexually oriented adult Entertainment establishments -Jeff Caine, representative for Dodgeland School District and County Board of Supervisors spoke about the work they had done passing resolutions by Dodgeland School District and resolutions passed by the Dodge County Board of Supervisors regarding Adult entertainment establishments. He encouraged the Village of Clyman Board to seriously consider and pass an ordinance regarding Adult entertainment establishments. The Village Board is reviewing the Town of Clyman’s Ordinance regarding sexually oriented adult establishments. A motion by Mike/Amanda to have the Village Attorney review the Town of Clyman’s Ordinance regarding Sexually Oriented Adult Entertainment Establishments, and to potentially add language to keep patrons at a specified distance from the stage and entertainers. Motion carried.
Approve Minutes –The minutes of the previous meeting had been provided to the Board members. Motion by Todd/Mike to approve the minutes as presented. Motion carried.
Citizen Comment - Jeff Caine Dodge County Supervisor and Chairman of the Highway Commission wanted to let us know they will have the funding to start road reconstruction for highway M, it will be a multiyear project and they will be doing it in sections but it will begin next year sometime.
Laurel Finger said that at the community picnic they passed out a survey and she had the results of the survey she will give Connie a copy of it for the Board to look at. The top two concerns for the people who took the survey were the quality of the air and ground water due to the spraying of the recycled waste, and that the Village pass an ordinance to try to prevent strip clubs from opening in the Village again. Laurel also brought up her concern for when the Board anticipated passing the ordinance as she heard that the apartments may not be going in and the building may be going up for sale. Beth said we would pass it as soon as possible, and to clarify since the Conditional Use Permit was granted to make it apartments it cant be any business at all except apartments even if it is sold, unless they would come back for a Conditional Use Permit again.
Amanda wanted to thank Tim for a good job on getting the pump house by the Fire Station fixed up and looking so nice.
Ordinance Officer Report -There were no comments on the reports. Kelly said until we get set up with the tickets and court, she will be logging issues with dates times and photos as she is dealing with them. Kelly and Connie will meet to try to get the municipal court lined up. Discussion took place on lawn mowing and snow removal when Kelly post notes or speaks to the resident and the mowing or snow is not removed in the allotted time she will notify Tim to have it done and it will go on as a special assessment charge to the resident.
Street Improvement Project -A motion by Amanda/Todd to move forward to include Alternate A an addition to Contract No 1 for 2019 Street Improvements Project. Alternate A to be performed in conjunction with the Contract No 1 work. Motion carried.
Line of Credit - We will table this until next meeting.
Target Survey - Beth is willing to do the work for the target survey. A motion was made by Amanda/Mike to move forward with the Target Survey. Motion carried.
Employee Duty Calendar -Still a work in progress.
Furnace for the Village Hall -A motion was made by Todd/ Mike to accept the quote form Replacement Specialist for $3,300.00. Motion carried.
Resolution to Participate in Wisconsin Public Employers Group Health Insurance Program -A motion by Amanda/ Todd to accept the Existing Employer Update Resolution Wisconsin Public Employers’ group Health Insurance Program. Motion carried.
Fire Department Reports-No questions on the report
Personnel Hours Report -No questions on the report
Delinquent utility accounts report -Connie pointed out that if you look at the date column you would see that most of the people did make a payment in July, they didn’t pay in full, but they are making payments.
Invoices for Payments -A motion by Amanda/Mike to pay the bills. Motion carried.
Budget report –No question on the report. Time to start thinking about next years budget and what we may need to budget for.
